I disagree with the statement that the only valid use is for testing custom content. It can also be used for PWs that do not use HAKs. Caution must be taken here, as only certain 2da's, and then only certain parts of those 2da's can be changed in this manner and be put in the servers override only. That being said, many servers still do not use HAKs, and this opens up some possibilities for them. This may not be an intended use, but if you can get functionality that is desired by using it that would be otherwise unavailable, I consider that valid.

It doesn't open up much at all - it can't add anything the players don't have, and cannot be used to emulate anything different apart from 2da changes only.
And, because only part of the 2das are server side only anyway, only parts of them will work, as you said.
Still, the best way to make sure you get this point in is to add it yourself. Put a warning though. A warning is important. You could break the game and server just by using a 2da file which is outdated by a mear 1 patch, or is used for a different version of the game!
